Speaker reinstates Wangsu and Sawin as MLAs

ITANAGAR, Sept 23: The high-voltage political drama revolving around the resignation of two Congress MLAs came to an end on Friday with Speaker Tenzing Norbu Thongdok restoring their membership in the sixth Legislative Assembly.
The Supreme Court, while disposing off a review petition filed by Congress MLAs Wanglam Sawin and Gabriel D Wangsu pertaining to their membership in the Arunachal Pradesh Assembly, in its order had on August 24 had stated that parties to the litigation have agreed to the effect that the matter can be remanded to the Speaker so that it can be decided afresh after hearing the concerned parties.
Thongdok in his pronouncement order said, "I reject these two purported resignation letters dated 16.9.2015."
"Wanglam Sawin and Gabriel D Wangsu, MLAs of the sixth Arunachal Pradesh Legislative Assembly will continue as members of the house from the date of their election/by-election as though nothing interrupted their membership in the house. They are thus entitled to their salary, allowances, pension and other amenities from the date they were denied these pecuniary and other benefits," he said.
"The constitutional safeguard in the provisos to articles 101(3) (b) and 190 (3) (b) of the Constitution of India does not seem to have worked well in pressing political circumstances. The classic example is this case," the speaker said and suggested the parliament of India to amend the Constitution of India, to ensure that any resignation letter of a member of a legislature must first be independently inquired into by the Election Commission of India and thereafter the opinion of the ECI be passed on to the presiding officers for notifying the resignation, on similar lines of disqualification of a member for holding an office of profit.
"There should be specific time frame for withdrawal of resignation letter, say, 30 days from the date of resignation letter, before which ECI should not transmit its opinion to the speaker or chairman. The prescription that resignation may be withdrawn before acceptance should be done away with, because the member does not know when the speaker or chairman will notify the acceptance of the resignation," he further added.
With this, in the 60 member state legislative assembly PPA has 43 MLAs, Congress three while BJP has 11. (with input from PTI)
Health dept. is messed up: Pema
ITANAGAR, Sept 23: Chief Minister Pema Khandu has said that Health Department is messed up and that health sector needed major revamping in the state. He said this while flagging off 16 ambulances from Tomo Riba State Hospital (TRSH) on Friday.
"I have requested Health Minister and Parliamentary Secretary not to ask for additional department, as health is a big subject and is a messed up department," he said while adding that health is a very important subject that requires full attention.
To revamp health sector, the Chief Minister requested Chief Secretary Shakuntala Gamlin to put best effort to make the department well organized and systematic.
"For many years, the department has seen no departmental promotion committee (DPC) meetings. There are shortages of doctors and staffs in various CHCs and PHCs across the state," he lamented.
Meanwhile, Chief Minister Pema Khandu flagged off 16 ambulances from Tomo Riba State Hospital (TRSH) purchased under Infant Mortality (IMR) scheme from the grant received by the State to reduce child mortality rate.
Chief Minister acknowledged the role of former Health Director Dr Tamut Taloh for being the architect for procurement of these vehicles. Speaking on TRSH, the Chief Minister lauded the contribution of Chief Secretary in conceptualizing the TRSH hospital and also appreciated the contribution made by late Jarbom Gamlin, former Chief Minister.
He further announced that all district hospitals will be equipped with trauma centre; however, admitting that availability of qualified doctors was a big challenge.
Chief Minister informed that state government is putting best effort to make the medical college functional by 2017-18.
To fast track land acquisition for medical college, the Chief Minister informed that several meetings has taken place with the land management department to settle all land acquisition process for Arun Medicity in Pachin colony.
Earlier speaking on the occasion, Health Minister Jomde Kena assured full support of the state government in early start of the Tomo Riba Institute of Health & Medical Sciences.
Chief Medical Superintendent of TRSH, Dr Moji Jini briefed about the ongoing construction work of the 300-bedded state hospital and on the works for medical college.
The Chief Minister inspected several facilities at the hospital including the Tertiary Cancer Centre.

APSLSA to rehabilitate persons with mental health issues
ITANAGAR, Sep 23: Arunachal Pradesh State Legal Services Authority (APSLSA) has decided to make efforts to locate family members and relatives of those mentally ill and disabled persons currently lodged in Midpu Mental Hospital for their rehabilitation in their parental homes.
The officials of Arunachal Pradesh State Legal Services Authority (APSLSA), who visited the Mental Health Centre Midpu on Friday, to take stock of the facilities available for the mentally ill and disabled persons, found some of the patients left uncared by their family and relatives.
Further, the State Authority under NALSA (Legal Services to the Mentally Ill and Mentally Disabled Persons) Scheme 2015 would provide Legal Services Clinics in the Mental Hospital by placing a Legal Aid Counsel and PLV to provide legal assistance to such mentally ill and disabled persons and their families to address legal issues arising in view of such illness.
The team comprising Member Secretary Budi Habung, OSD Dani Belo Project Coordinator Rosy Taba along with the doctors of the hospital visited the wards and interacted with the indoor patients, including UTPs and distributed them edible items and clothes.
12-yr-old Balo Yalam to represent Arunachal in National Weightlifting Championship
ITANAGAR, Sep 23: Arunachal Weightlifting Association (AWA) has selected Balo Yalam to represent Arunachal Pradesh at the 12th National Youth Weightlifting Championship to be held in Bhubaneswar, Orissa from November 29 to December 4.
She will compete in 44 Kg weight category.
The 12-year-old Yalam was adjudged best lifter among the girl competitors in the 6th State Weightlifting Championship at SAI/SAG Centre Naharlagun on September 10 and 11.
She lifted a total weight of 103 Kg (43 Kg in Snatch and 60 Kg in Clean & Jerk).
Born on August 8, 2004 to Balo Tadi and Balo Ride, Yalam is a student of Sangay Lhaden Sports Academy, Chimpu, Itanagar.
Although, the eligible age to take part in the Sub-Junior (Youth) level competition is 13 years, the AWA has selected her for the competition as she has crossed the 12 years of age during the 6th State Weightlifting Championship-2016.
CM for early functioning of all ALGs
ITANAGAR, Sep 23: Underscoring the importance of making all the Advanced Landing Grounds (ALGs) fully functional, Chief Minister Pema Khandu on Friday directed the State Civil Aviation Secretary to personally intervene and coordinate with the Indian Air Force (IAF) authorities to sort out all pending issues.
He sought a detailed report from the Secretary by October 30.
The discussions should be result-oriented and not just a beginning for another round of discussion, the chief minister said during a meeting with the IAF Chief of Eastern Air Command Air Marshal C Hari Kumar here this morning.
"We have had several meetings with the IAF authorities regarding the ALGs in the past but few issues remain unresolved. We need to move ahead with concrete decisions so that all the ALGs can be made functional as soon as possible," Pema said.
Seven ALGs in Arunachal Pradesh were handed over to the IAF for making them functional. Of these, five ALGs at Ziro, Aalo, Pasighat, Mechuka and Walong have been completed and other two, one at Tuting is scheduled to be completed by December this year and the other at Tawang by April 2017.
However, certain issues like encroachment and constructions around few of these ALGs remain a security concern that have to be resolved before fully operationalizing them.
Admitting that the concerns raised by IAF cannot be compromised, the chief minister called upon all stakeholders, particularly the Civil Aviation Department and local administrations to create awareness amongst the people and convince them to abide by the pre-conditions.
He sought special attention of the state government officials on ALGs at Ziro and Aalo that have major issues of air safety and air-space, specifically for use of fixed-wing aircrafts, as raised by IAF due to presence of civilian population in the vicinity of landing strips.
Chief Secretary Shakuntala D Gamlin observed that confidence of the local populace, who have emotional and historical attachments with their habitations, has to be won and an amicable solution evolved in consensus with them.
To one of the major queries raised by the State Government on use of the ALGs for civilian purposes, Air Marshal Kumar informed that the IAF has absolutely no objection to it. In fact, he said, IAF will be more than happy to see civilian aircrafts land on these ALGs.
"We make it clear that we have no objection to a civilian terminus in these ALGs. It is upon the State Government, the Airport Authority of India (AAI) and the Directorate General of Civil Aviation (DGCA) to decide how to go about it. Establishment and operationalization of civilian terminus and passenger/commercial flights is at their sole discretion," the Air Marshal informed.
Participating in the discussion, Pasighat MLA Kaling Moyong requested the IAF to keep at least 50% reservation for employment of local youths for manning these ALGs, to which the Air Vice Marshal responded positively, saying that IAF is open to employ local youths as much as possible. He said recruitment rallies are being conducted specifically for locals of Arunachal Pradesh.
"We are more than willing to have as many youths of Arunachal Pradesh as possible in the IAF," the Air Vice Marshal added.
Parliamentary Secretary and local MLA of Mechukha, Pasang D Sona, IAF Group Captain S Arunachalam, Col N Mukerjee and top state government officials also attended the discussion.
Data connectivity vital for implementation of GST: Mein
ITANAGAR, Sep 23: Deputy Chief Minister Chowna Mein stressed the need for augmentation and establishment of data connectivity in Arunachal Pradesh to combat leakage of revenue after implementation of GST.
While participating in the first meeting of GST Council in New Delhi on Friday, Mein, who also holds the Finance Department, said that data connectivity would not only ensure effective implementation of GST but also go a long way in improving e-governance and IT enabled services besides strengthening border security.
Mein opined that under present status of network connectivity, the Central Government is likely to pay huge amount in form of compensation for revenue loss to Arunachal Pradesh over the next 5 years besides losing Central GST portion of their own revenue.
Mein also highlighted the difficulties of low revenue generating states of NE in implementing the Indirect Tax laws and expressed his concerns over smooth implementation of GST in the bordering state.
During the meeting, the GST Council discussed on wide range of issues, including threshold for registration and composition, Rules of GST Council, formula for compensation of revenue loss and provisions for cross empowerment of central and state authorities to ensure single interface of traders/dealers with the tax authorities.Mein was accompanied by Secretary (Tax & Excise) Dr B M Mishra.
The next GST Council meeting is scheduled to be convened on September 30, wherein all the issues related to GST laws/rules, tax rate, exemption list, special provisions to 11 States, including NE States will be decided.
Power snapped in Itanagar
ITANAGAR, Sep 23: Itanagar is witnessing major power crisis since Friday morning. In many sectors there has been complete blackout since morning.
Engineers of power department could not be contacted for details regarding the failure in power supply.
An unconfirmed report said that 11 KV feeder which supplies electricity to Itanagar from Chimpu has been damaged leading to the black out.
Aalo dedicates Amarveer Tape Yajo Dwar
AALO, Sep 23: On the occasion of the eight death anniversary of Kriti Chakra recipient NK Tape Yajo, the people of Aalo dedicated 'Amarveer Tape Yajo Dwar' to the memory of the brave soldier.
Late Yajo's mother, Yappen Yajo inaugurated the Amarveer Tape Yajo Dwar amidst the presence of family members besides, SP, Mari Riba, former minister, Doi Ado, Principal of Nehru Memorial School, Goken Ango, BRTF, ITBP and military officers of Aalo Military Station and general public during a function held at the Military Station here on Thursday last.
The Commander Aalo Military Station, West Siang SP and former minister Doi Ado recalled the bravery of the great martyr hailing from Karo village under interior Monigong Circle in West Siang district and said that such honour given to this great soul will go a long way in bringing more such brave soldiers for Aalo and nation in the years to come.
Later, a two minutes silence was also observed as a mark of respect to the Indian soldiers who had lost their lives in the recent Uri attack. (DIPRO)
Falun Dafa, a Chinese spiritual practice

ITANAGAR, Sep 23: Students of various schools of the Capital Complex have been lately practicing the Chinese spiritual practice of 'Falun Dafa' also known as 'Falun Gong', that combines meditation and exercises with a moral philosophy centered on the tenets of truthfulness, compassion and forbearance .
Chris has been practicing Falun Dafa or Falun Gong since the past ten years. 'I have learnt it at Ladakh and have since been teaching it to people across the country. She has toured the North-East states of Mizoram, Shillong and Nagaland to teach Falun Gong to school children.
Chris, who is currently in Arunachal, has already taught Falun Gong at various schools of the Capital Complex including the Kendriya Vidyalayas, Oju Mission, King Cup School, Donyi Polo Mission School for Hearing and Visually Impaired and many others as well as at the Rajiv Gandhi University.
'I've been in Arunachal for two weeks now and have received immense cooperation from the school authorities who appreciate the benefits of the Falun Gong practice which apart from improving health also aims at transforming the whole person, physically, mentally and spiritually through gentle physical exercise and meditation', she added.
'It is not a religious practice but a holistic system which promotes spiritual growth and inner peace.
Its main emphasis is to cultivate truthfulness, compassion and tolerance among the individual. Moreover it is free of charge and there is no membership obligation, anybody can practice it young or old irrespective of their religious affiliations', said Chris.
The practice was first introduced to the public by Li Hongzhi in China 1992. He introduced it under the label of qigong, but clarified that Falun Dafa is best understood as a comprehensive self- cultivation practice with ancient roots.
True cultivation practices do aim at improving physical health and vitality but their overall goal reaches beyond. They aim at transforming the whole person, physically, mentally and spiritually.
Falun Gong has been introduced in India in 2000 and it has its presence across the country. It has been introduced in several schools and colleges in Bangalore, Hyderabad, Nagpur, Mumbai, Delhi, Varanasi and also in Ladakh, Shillong and Mizoram. It has also been introduced to corporate offices and workshops have been conducted at police academies and prisons in places like Delhi, Hyderabad and Lucknow.
The Falun Gong basically comprises of 5 simple exercises mainly comprising of gentle stretching movements and meditation which are easy to learn.
Pario inaugurates IT firm

Admin dissatisfied with performance of works depts
HAWAI, Sept 23: District Planning Officer (DPO) Anjaw CW Chautang was clearly displeased with the snail-pace progress of works assigned to PWD and RWD during the year 2013-14 and 2014-15 in the District Level Monitoring Committee (DLMC) meeting held in the Conference hall of DC Anjaw here on Friday. He requested them to expedite the works and submit UCs and supporting documents at the earliest.
The DPO asked all the executing agencies for timely implementation and completion of various schemes and also for timely submission of Utilization Certificate. He further directed those executing agencies that didn't bring the reports in the meeting to submit their progress report in the given format within a week.
Seeing photographs of some renovation works in the power points presentation and its report by DHPD (civil), EAC T Pertin who is the DC incharge also expressed his disappointment over the projects under BADP and asked the Agencies to resubmit the report.
He suggested the agencies who are executing the works for defense utility, to strictly monitor and carry out such work effectively in order to maintain quality and also to ensure completion of work in time.
The EAC requested the executing agencies to maintain transparency and sincerity while implementing their works for larger interest of the people.
Absence of some officers in the meeting irked both the DC and DPO. They asked the DHPD(civil) to maintain the quality of works carried out by them as the residential quarters constructed by them were marked unsatisfactory during previous meetings also.
SP Anjaw, circle officers and executing agencies also spoke on the occasion.
The executing agencies also spoke about their problems they face while implementing the various schemes. Probable solutions to the problem were discussed in detail in the meeting. (DIPRO)
BRO to restore Joram- Koloriang road soon
ITANAGAR, Sep 24: Border Roads Organization BRO) has planned to restore Joram - Koloriang road in all respect within a month.
Complete restoration works are currently under progress, and are planned to be completed in all respects within next one month, BRO informed in a release.
BRO restored the all important road for traffic in a record time of two days from it got disrupted on September 19 due to landslides triggered by cloud burst.
The road serves as the lifeline for the people of Lower Subansiri, Kra Daadi and Kurung Kumey.

ITANAGAR, Sep 23: Talar Laa bowed out of the Dorjee Khandu All India Ranking Badminton Tournament, 2016 in pre-quarterfinal on Friday.
Talar lost 6-21, 16-21 to Mithun M. of Air India in pre-quarterfinal in Men’s Single at MLA Cottage Badminton Stadium here.
Yajum Laa, who beat Mayari Yadav 21-12, 21-15 in the first round in Women’s Single on Thursday, lost 10-21, 18-21 to Rupsa Ghosh on Friday.
Pinky Karki and Taring Yanya will play against Mahima Agarwal and Nura Prabhudesai in semifinal in Women’s Double on Saturday. The match will start at 1.05 pm a Raj Bhawan Badminton Stadium.
Pinky and Yanya had beaten the pair of Saumya Singh and Mayuri Yadav of Uttar Pradesh in the first round on Thursday.
Akshay Raito-Yania Taring lost to Utkarsh Arora and Anoushka Parikh 13-21, 12-21 in Mixed Double.

Major bureaucratic reshuffle
ITANAGAR, Sep 23: The government of Arunachal has carried out major reshuffle of bureaucrats.
Joram Beda has been relieved from charges of IPR and Secretary to Governor. He will continue to hold the charge of Planning department.
2008 AGMUT cadre IAS officer Vinod P Kavle, who was awaiting posting has been made Secretary to Governor and also that of the civil aviation department.
Dani Salu has been given additional charge of research, libraries while TH Tayung has been made new secretary for urban development, housing and municipal affairs.
BM Mishra has been removed from finance and appointed as the secretary tax & excise. YW Ringu is new additional secretary finance besides holding post of director disaster management.
Deepak Shinde is new deputy commissioner of Lower Dibang Valley, while the present DC Ravi Dhawan has been posted as OSD to Chief Secretary and will also hold charge of Special Secretary Personnel and Training, Vigilance.
Ashok Kumar has been relieved from charge of PWD and made secretary APPSC, Vigilance, Disaster Management. Onit Panyang is the new secretary cooperation while Talem Tapok is secretary political, agriculture, DoTCL, IPR and Registrar (SIC).
NHM Director asks officials to remain proactive
ITANAGAR, Sep 23: National Health Mission (NHM), Mission Director, PN Thungon urged all the DMOs, and DRCHOs to remain proactive while implementing the Rast-hriya Kishor Swastiya Karyakaram (RKSK) programe to enable all the adolescent of the state to realize their full potential by making informed and responsible decision related to their health.
He was addressing a day-long state-level review meeting of RKSK conducted at the Training hall of NHM office, Naharlagun on Friday.
While stressing on the need to mobilize RBSK health team and district community mobiliser, Thungon asked the officials to sustain the counseling programme and keep motivating the consultant doctors and target group to improve their performance.
Earlier, Nodal officer, Amping Perme gave a power point presentation on status report of RKSK. He informed that, peer educator programe performance is very positive in the districts, however he emphasized the need to prioritize the counseling programme and establishment of adolescent friendly clinic, as already adequate manpower and capacity building training was imparted in this regard.
Director Family Welfare, M Lego, DMOs and DRCHOs were also present in the meeting.
Bid to encourage Hindi language
ZIRO, Sept 23: The Rashtriya Bhasha Vikas Samiti Ziro's week long program to encourage and develop Hindi language culminated on Friday with a Bal Kavi Sammelan and a colourful cultural program at Abotani hall here.
Speaking on the occasion, DMO Dr. Tage Kano encouraged the youths to learn and speak correct Hindi.
Stating that language binds people together, Dr Kano who is also the Chairman of Apatani Language Development Committee said, "India being a country with diverse culture and tradition needs a common language that gives us an identity. Hindi gives us that identity, hence, we need to learn Hindi not just to pass examinations but also as a medium to be rooted to our rich culture and tradition and provide a uniform identity."
Also speaking on the occasion, DFCSO Tarh Takia who is also chairman of the samiti felt the need to encourage such celebrations across the state.
Later, prize distribution was held for various literary events such as essay writing, logo competition held during the weeklong celebration.

Union submits memo to DC
ITANAGAR, Sep 23: In a memorandum submitted to the East Kameng DC on Friday, the All East Kameng District Student Union (AEKDSU) has appealed to him to ensure that all the posts advertised for MTS and MPW as sanctioned vide letter no. Mest 2016/87 dated July 15, 2016 under District Medical Officer, East Kameng district, should be reserved for denizens of the said district only.
The union further urged him to direct the authorities to conduct the interview in a free and fair manner without any political interference. Appointments should be made against the most deserving candidates only, it stated.
Further, in a complaint letter to the DC, the Union has also appealed to him to take up necessary steps to demolish the illegally constructed retaining wall encroaching upon the road leading to the District Medical, which the union claimed was constructed by one Pudam Taku, who is currently serving as LR&SO, Seppa.
CM to support Vodafone
ITANAGAR, Sept 23: Chief Minister Pema Khandu has assured support to Vodafone India in expansion of their mobile and internet service across the state.
This assurance came when Business head of Vodafone, Assam & North East, Alok Verma called on the Chief Minister, accompanied by its HR head Arif Khan.
The Chief Minister was informed about Itanagar being the highest data consumers in the country.
In view of the growing data consumers, it was felt that the government would consider providing infrastructural support to the private telecom companies to meet the demands of the internet users.
The state government will also extend support for power supply to the mobile towers for operation in remote places.

Land donors oppose work proposals in IGC Niglok
ITANAGAR, Sep 23: Claiming that the State Government has failed to fulfill the certain terms and condition of the agreement signed between representative of the government and the land donors, the IGC Land Donors have decided to oppose any proposal of work in IGC Niglok.
This decision also includes the recent Tender Notice for renovation of IGC Niglok, the IGC Land Donor Association said in a release.
Until and unless the Department performs its obligation towards us, we will continue to oppose any unilateral decision of the department, the release said, adding that the affected families may knock the door of the Court to get a remedy.
The land donors claimed that there was a signed agreement between land owners and the Government Representatives (dated 12th November 1998), wherein the department made a written promise to give employment opportunities, contract works, supply works, land allotment etc. to the affected families.
Regrettably, the Department has miserably failed to oblige with the terms and condition of the agreement, they said.
Group Boys pip Young Brothers
ITANAGAR, Sep 24: Group Boys defeated Young Brothers FC by solitary goal in a 12th day of match in the Vishwakarma Football Trophy in a slippery KV No 2 playground here on Friday.
The lone scorer for Group Boys was Kipo Likar.
The 2nd match of the day was played between HSU FC and Manipuri FC, in which the former defeated the latter 3-2.
HSU FC's Tama Passing registered the fastest goal of the tournament so far by scoring within 3 seconds. The second and third goal for the winning team was scored by Techi Talar and Lishi Punyo.
Priyo and Govind scored one goal each for Manipuri FC.
A large number of football lovers thronged the playground despite incessant rain, according to organizing committee.

Arunachalee selected for RO in Ayush
ITANAGAR, Sept 23: Dr Liyi Karso MD, Homeopathy has been selected as research officer in All India services in the ministry of Ayush, GoI. She is among the two selected from the entire North East region.
Dr Karso is the daughter of deputy director land management Poge Karso and Ragli Karso. She is the first Arunachalee to have been selected for the post.
Meanwhile Memo Ai Welfare Society (MAWS) has said that she has become inspiration for young generation of the state in this field.
Magisterial enquiry sought
ITANAGAR, Sept 23: Condoling the death of Kegam Doye who drowned in the Dikrong River on September 18, The Ramle Banggo Welfare Society (RBWS) has requested for a magisterial enquiry into the case.
The society further prayed to the almighty to give courage to the family members to bear the irreparable loss.
WHL conduct awareness camp
ITANAGAR, Sept 23: Women Help Line (WHL) on Friday organised a day-long awareness camp in collaboration with the Department of Social Work at Rajiv Gandhi University (RGU), Rono Hills in order to generate awareness among the students, faculties and the women folk of the campus about the workings of WHL.
WHL team delivered counselling on the spot to the people especially to the women, distributed Women Helpline Pamphlets containing information on services provided.
Besides generating awareness in the premises of the university, the WHL teams also went to various departments of Rajiv Gandhi University with the women study Research Cell Faculty (WSRC) to reach out maximum benefactors.
Post monsoon rain affects seasonal crops

RUKSIN, Sep 23: Heavy post monsoon rainfall is affecting seasonal vegetable farming and horticultural crops in Siang valley.
Rain over the past few days has turned torrential since Thursday creating unfavorable weather condition for farming of vegetable and winter crops.
Incessant rain has almost paralyzed normal life in the Siang valley, particularly East Siang, West Siang and Dhemaji district, Assam hampering preparation of the ensuing Durga Puja.
Rainfall in the upper reaches of northern hills is also re-filling the dried up rivers and streams in the area.
DDSE calls for accurate data collection
ITANAGAR, Sep 23: Papum Pare DDSE has instructed all field functionaries to ensure that no school is left without enlisting the enrolled students from elementary to secondary level in the district under U-DISE.
Taking serious view of the reported inconsistency in data collection under U-DISE, DDSE T Zara in a meeting in his office chamber on Friday said that all the education functionaries would have to ensure that none of the schools, be it government or private, recognized or unrecognized, are left without enlisting the enrolled students under U-DISE,
He directed all the field functionaries to speed up data collection ensuring accuracy based on which policies will be formulated.

Avoid unnecessary expenditure
Chief Minister Pema Khandu cited massive cumulative deficit as one of the main reasons for joining NDA ally PPA. Khandu stated that his government inherited deficit of Rs 3700 crore and need centre's help to bail out the state from this financial crisis. But contrary to his words, Chief Minister has been initiating steps that have potential to increase burden on the state exchequer. Khandu appointed massive number of 26 parliamentary secretaries. In the history of Arunachal never such number of parliamentary secretaries has been appointed.
It is going to cost state dear. Most of these parliamentary secretaries are equivalent to cabinet rank. Setting up of new offices and maintenance of those offices will cost Arunachal dearly. Development fund will get diverted and it will greatly hamper the development process. Chief Minister did not stop there and went step further by appointing three advisors. As per the notification issued by Chief Secretary these advisors will have the status of cabinet minister and will be entitled all the perks and facilities given to the cabinet minister. What is the need of appointing so many advisors and parliamentary secretaries? It is utter waste of public money. Going by the action of CM, the people of state are starting to question whether he fooled public by citing cumulative deficit of Rs 3700 crore as reason for joining PPA. If CM is so worried about growing deficit, he should avoid taking those steps which will only lead to increase in deficit. Government of Arunachal should stop unnecessary expenditure and concentrate on improving health, education and road infrastructures.

I am happy to learn that Arunachal road project have finally been approved with your sincere efforts but I feel sad to know that the project from Tuting to Anini via Singa and Cheppe have been diverted to connect Tuting and Anini via Pasighat. If this is the final, then the long standing demands and the hopes of the people of entire Singa circle and the people of Ahi valley will remain a distant dream.

Improve telecom services
Dear Editor,
Through your esteemed daily, I want to bring to the notice of the BSNL authority pertaining to BSNL service and call drops. For last couple of days, I have been witnessing call drops problem in Itanagar.
Supreme court had directed the Telecom operators across country to compensate for each call drops which has led many private operators to improve their services and ready to compensate the customers who experience call drop. In spite of Supreme Court order, Telecom operators especially BSNL are defying the order. There is no compensation on call drops rather customers are being charged for every call before reaching threshold value. It is also found that private operators and BSNL, importantly in rural areas have implemented high radio link technology owing to which people do not have quality services.
